North Dakota's HD 4A's current form was mandated in 2024 due to VRA violations that disadvantaged Native Americans. Usually, North Dakotans elect two representatives per district, but the 4th is split into Native and white-dominant areas respectively. The new 4A went for Biden by about 22 points, and is home to the Three Affiliated Tribes
North Dakota's LD 9 was also a mandated redraw in 2024. The district combined the Chippewa reservation in the Rollette County with the Dakota reservation in Benson County. Biden would have carried this district by about 21 points, with the bulk of the margin (and population) coming from Rolette County
